Facing Financing Challenges, Tapaktuan BPJS Branch Reaffirms Commitment to Safeguarding JKN

BPJS Kesehatan Tapaktuan reaffirms its commitment to maintaining JKN services, ensuring smooth claim payments despite ongoing financing challenges.

Aceh – Indonesia, The BPJS Kesehatan Tapaktuan Branch has reaffirmed its full commitment to maintaining the sustainability of the National Health Insurance (JKN) Program and delivering the best possible service to the public. This statement was delivered during the “Ngopi Bareng Media” (NGOBAM) event held at the local branch office on Monday (September 28, 2026).

Head of the BPJS Kesehatan Tapaktuan Branch, Mahmul Ahyar, S.E., M.M., stated that claim payments to all health facilities have so far proceeded smoothly without delays. This promptness is considered essential so that participants continue to receive services according to their rights.

“Managing JKN is a trust that we must uphold as best as possible, from collecting contributions to disbursing healthcare service funds,” Mahmul said.

He explained that JKN funds are managed on a massive scale and involve numerous parties. Therefore, strict governance must be maintained to prevent misuse, including fictitious claims or those not complying with regulations.

Furthermore, JKN benefits are among the most comprehensive, covering high-cost treatments such as hemodialysis and the management of catastrophic illnesses. On the other hand, healthcare costs continue to rise alongside developments in medical technology, with medical inflation reaching around 16 percent.

Financing challenges persist: approximately 55 million independent participants are reported to be in arrears with their premiums, while government obligations have not yet been fully disbursed. Nevertheless, this situation has not halted claim payments; it merely has the potential to affect disbursement timing. Should there be any surplus funds, the entirety is returned for the benefit of participants and the improvement of service quality, while operational costs are capped according to regulations.

“Surveys indicate that the three government products whose benefits are most felt and serve as a source of public pride are BPJS Kesehatan, PT KAI, and QRIS,” Mahmul mentioned.

Regarding the Standard Inpatient Class (KRIS) regulations, he stated that details, including contribution amounts, are still under discussion at the central level; the public is advised to wait for official information.

Specifically for Aceh, his office hopes that the proposed establishment of an Aceh Health Insurance (JKA) endowment fund can be realized soon to guarantee funding sustainability. Mahmul also acknowledged that JKN still requires continuous improvement and remains open to criticism and input from all stakeholders.

To address patient overcrowding in emergency departments and the tendency of residents to go directly to hospitals, BPJS continues to encourage the strengthening of First-Level Health Facilities (FKTP) as the initial gateway for service, both in terms of staffing and infrastructure. The agency also highlighted the rising cases of catastrophic illnesses among younger age groups, urging the public to maintain a healthy diet, exercise regularly, and undergo routine check-ups.

As of August 2026, JKN enrollment coverage in South Aceh reached 96.46 percent of the total population of 243,043 people. BPJS is coordinating with community health centers (Puskesmas) to educate and reactivate inactive JKA participants, including utilizing the local government’s Edabu application. Regarding the implementation of deciles, which residents fear might hinder access to services, this remains an important note to be discussed collectively to ensure it aligns with the socio-economic conditions of the community.

On that occasion, BPJS also introduced several service conveniences for participants:

1. REHAB 3.0 – Premium arrears can be paid in daily or monthly installments starting from IDR 10,000 per day; active membership status is restored on the same day after full settlement according to applicable terms.

2. PASTI JKN – PBI JK and local government PBPU participants can check their membership status via the web page https://pasti.bpjs-kesehatan.go.id/cek.

3. BPJS SATU & PIPP – Participants encountering issues at hospitals can contact officers whose contact information is displayed on posters at every partner hospital.
