Aceh – Indonesia, The Aceh Singkil People’s Representative Council (DPRK) held a plenary session to deliberate the Draft Local Regulation on the 2026 Revised Regional Revenue and Expenditure Budget (APBK) on Monday, September 28, 2026. Discussions were fast-tracked late into the night due to a tight schedule between the regional government and the DPRK.
The meeting, chaired by Speaker of the Aceh Singkil DPRK Amaliun, commenced at around 4:30 PM WIB. It was attended by key members of the Regional Leadership Coordination Forum (Forkopimda), including Regent of Aceh Singkil Safriadi Oyon, the Regional Secretary, representatives from the Indonesian Military (TNI) and the National Police (Polri), the District Attorney’s Office, DPRK members, and officials from local government agencies.
During the plenary session, Regent Safriadi Oyon presented the financial note for the 2026 Draft Revised APBK. He stated that the budget revision was the result of joint deliberations between the district government and the DPRK, including the Budget Committee.
The budget adjustment was made after the regional government re-evaluated revenue capacity, expenditure needs, and budget reallocations across several local government agencies.
One notable adjustment occurred in regional revenue.
“Based on the revised draft presented by the district government, regional revenue increased compared to the primary APBK. The rise primarily comes from transfer revenues,” he explained.
The district government also adjusted its projection for the Remaining Surplus from Previous Year’s Budget Execution (SiLPA). Initially projected at around IDR 11 billion, SiLPA increased by approximately IDR 16 billion, bringing the revised draft projection to roughly IDR 27.5 billion.
On the expenditure side, the local government shifted allocations across nearly all local government agencies. Total expenditure in the revised draft increased compared to the primary APBK.
Oyon noted that the formulation of the revised APBK continues to adhere to statutory provisions regarding regional financial management and government fiscal policy.
“This revision is the result of joint deliberations with the DPRK. We express our gratitude to the DPRK Budget Committee for working together to draft this local regulation,” Oyon said during the presentation of the financial note.
Meanwhile, DPRK Speaker Amaliun emphasized that the deliberations on the revised APBK must be finalized in accordance with the Steering Committee’s schedule. He explained that the plenary agenda was accelerated because the regent was scheduled to depart for Banda Aceh on Tuesday, September 29.
“According to the Steering Committee’s schedule, the closing session was supposed to take place tomorrow. However, since the regent is leaving for Banda Aceh tomorrow, we are pushing forward and wrapping up this plenary session tonight,” Amaliun said.***
