Aceh – Indonesia, The Bireuen Regional People’s Representative Council (DPRK) has approved the Draft Qanun on the 2026 Fiscal Year Revised Regional Revenue and Expenditure Budget (APBK) as well as the Draft Qanun on Corporate Social and Environmental Responsibility (TJSLP).
The approval was delivered during the 4th Plenary Meeting of the I Session Period for the 2026/2027 DPRK Bireuen Legislative Year, with the agenda of delivering the final opinions of the factions and decision-making, held at the Bireuen DPRK Building on Wednesday (9/30/2026).
The meeting was chaired by the Deputy Speaker of the Bireuen DPRK, Muslem Abdullah, and attended by the Regent of Bireuen, Ir. H. Mukhlis, ST, leaders and members of the DPRK, elements of the Regional Leadership Coordination Forum (Forkopimda), the Secretary of the DPRK, officials within the Bireuen Regional Government, and DPRK experts.
Six factions of the Bireuen DPRK—namely the Golkar Faction, PKB, Aceh Party, NasDem, PKS-PPP, and PAS-Demokrat-PAN—declared their acceptance and approval of the two draft qanuns to be enacted into qanuns.
In their final opinions, the DPRK factions maintained several notes for the local government. These included priorities for post-disaster recovery, optimization of Regional Original Income (PAD), budget efficiency oriented toward public interests, as well as the enhancement of basic services and village infrastructure development.
Responding to the approval, Bireuen Regent Mukhlis expressed appreciation for the input and notes provided by the DPRK factions. According to him, these notes will receive the local government’s attention in implementing the programs and activities outlined in the 2026 Revised APBK.
Mukhlis acknowledged that there are still a number of community needs and programs that could not yet be accommodated in this year’s budget revision.
“We should not force our will at the expense of local financial stability,” Mukhlis stated in his remarks.
He mentioned that the structure of the 2026 Revised APBK still leaves several unaccommodated obligations. These obligations, he said, will become one of the local government’s main focuses to fulfill through the 2027 Fiscal Year APBK.
TJSLP Qanun
Regarding the Draft Qanun on TJSLP, Mukhlis stated that regional development requires the involvement of the government, the public, and the business sector.
According to him, the qanun is expected to serve as a foundation for implementing corporate contributions in a planned, transparent, and sustainable manner.
Corporate contributions are expected to be directed toward several sectors directly impacting community needs, such as education, healthcare, economic empowerment, and environmental conservation.
“The implementation of TJSLP should not be viewed merely as an administrative obligation, but as a corporate commitment to enhance public welfare and maintain harmony with the surrounding environment,” he added.
The Regent also requested all Regional Working Units (SKPK) to execute the programs designated in the 2026 Revised APBK responsibly and in accordance with applicable regulations.
Meanwhile, the Bireuen DPRK reminded the Bireuen Regency Government to immediately submit the Draft Qanun on the 2026 Fiscal Year Revised APBK to the Aceh Provincial Government to undergo an evaluation process in accordance with statutory regulations.
The DPRK’s approval subsequently forms part of the required stages before the 2026 Revised APBK is officially enacted and implemented according to established mechanisms.
