Aceh – Indonesia, Vice Governor of Aceh Fadhlullah (Dek Fadh) has proposed providing heavy equipment through a loan-use scheme for flood-prone regencies and cities.
The proposal was presented during a virtual follow-up meeting on watershed management and response, led by the Ministry of Home Affairs Secretary-General Police Commissioner General Tomsi Tohir on Friday (2/10/2026).
Dek Fadh suggested that at least four excavators be deployed to flood-prone areas, enabling local municipal and regency governments to act swiftly in dredging and normalizing rivers when disasters strike.
He added that local governments could tap into Unforeseen Expenses (BTT) funds to cover the operational costs of the machinery.
“We propose a solution where these flood-prone regencies and cities are granted heavy equipment, at least four excavators, under a loan-use system,” Dek Fadh stated.
He noted that several rivers in Aceh have suffered from siltation and altered flows during floods, damaging infrastructure that had previously been restored post-disaster.
In addition to heavy equipment, Dek Fadh requested a more streamlined river management framework during emergency situations, including simplified Environmental Impact Assessment (AMDAL) procedures.
He expressed hope that emergency protocols would not impede the government’s swift response on the ground.
The Head of the Post for the Acceleration of Rehabilitation and Reconstruction Task Force (PRR) confirmed that the proposal will be followed up, urging regency and city governments to complete their data collection so aid can be targeted effectively.
