Aceh – Indonesia, The Regional Command Post of the Aceh Acceleration Task Force for Rehabilitation and Reconstruction (PRR) has released the progress of the Additional Regional Transfer (TKD) realization for the 2026 Fiscal Year.
Based on data released by the Directorate General of Regional Financial Management of the Ministry of Home Affairs as of September 7, 2026, the combined realization for Aceh Province and 23 regencies/cities reached only 4.75 percent, or IDR 86.56 billion out of a total ceiling of IDR 1.82 trillion.
The realization of the Aceh Provincial Government itself was recorded lower, at 2.24 percent or IDR 18.49 billion out of a ceiling of IDR 824.82 billion.
Head of the Regional Command Post of the Aceh PRR Task Force, Safrizal ZA, commended Southeast Aceh Regency for recording the highest realization at 33.64 percent. “This achievement shows that the local government units (SKPK) in Southeast Aceh were able to complete the contractual phase faster, setting an inspiring example for other regencies/cities,” he said on Tuesday (8/9).
In addition to Southeast Aceh, Gayo Lues also recorded significant progress with a realization of 18.97 percent, followed by Pidie (14.78 percent) and Banda Aceh City (14.24 percent), demonstrating a positive trend.
Conversely, data shows several regions have not yet recorded any realization (0 percent), namely South Aceh, Southwest Aceh, Aceh Besar, Aceh Jaya, Aceh Singkil, Central Aceh, North Aceh, Bener Meriah, and Simeulue.
Meanwhile, Bireuen and Pidie Jaya were not included in the Additional TKD scheme because their 2026 TKD allocations were already higher than in 2025 prior to the adjustment, thus requiring no additional allocation under KMK No. 59/2026.
Safrizal emphasized his team’s readiness to provide intensive assistance for regions still in the process. “Most are still in the early contractual and procurement stages, so it has not yet been recorded as budget realization,” he explained.
For regions with initial progress but still below the provincial average—including Sabang (0.44 percent), East Aceh (0.17 percent), Lhokseumawe (2.58 percent), Nagan Raya (2.58 percent), Aceh Tamiang (3.58 percent), and Langsa (8.98 percent)—Safrizal encouraged accelerating the procurement process to boost achievements.
He added that besides technical assistance, the Aceh PRR Task Force Regional Command Post is also considering holding coordination meetings with local governments.
This move is expected to speed up the realization of additional TKD through direct communication, aligning strategies, and resolving administrative bottlenecks.
“With more intensive assistance and joint coordination, we are confident that other regions can catch up with the achievements of Southeast Aceh and Gayo Lues before the end of this quarter,” he concluded.
As is widely known, the TKD allocation for the 2026 Fiscal Year underwent an adjustment through KMK No. 59/2026. This adjustment was granted to 14 regions that initially experienced a decrease in their 2026 TKD allocation compared to 2025, including Aceh Province, West Aceh, South Aceh, Aceh Singkil, Banda Aceh City, Sabang City, Langsa City, Lhokseumawe City, Gayo Lues, Southwest Aceh, Aceh Jaya, Nagan Raya, Aceh Tamiang, and Subulussalam City.
Aceh Province itself, which initially dropped by IDR 810.6 billion compared to the previous year, received an adjustment of IDR 824.8 billion, raising its allocation to IDR 6.99 trillion—a positive difference of IDR 14.2 billion from 2025.
With this adjustment, the province and 23 regencies/cities in Aceh ultimately recorded an increase in their 2026 TKD allocation compared to 2025, serving as an important instrument to maintain fiscal balance in disaster-affected areas and accelerate implementation on the ground. (rus)
