Aceh – Indonesia, Vice Governor of Aceh Fadhlullah (Dek Fadh) has proposed providing heavy equipment through a loan scheme for flood-prone regencies and cities.
The proposal was presented during a virtual follow-up meeting on watershed management and handling, led by the Secretary-General of the Ministry of Home Affairs, Police Commissioner General Tomsi Tohir, on Friday (2/10/2026).
Dek Fadh suggested that at least four excavators be prepared for flood-prone areas, enabling regency and city governments to act swiftly in dredging and restoring rivers when disasters strike.
He added that local governments could also utilize Unforeseen Expenditure (BTT) funds to support the operational costs of the heavy machinery.
“We propose a solution so that these flood-prone regencies and cities are provided with heavy equipment, a minimum of four excavators under a loan system,” Dek Fadh said.
He noted that several rivers in Aceh have experienced siltation and altered flows during floods. These conditions have repeatedly damaged infrastructure that had been previously rebuilt following past disasters.
In addition to heavy machinery, Dek Fadh called for a simplified river management mechanism during emergency situations, including streamlined Environmental Impact Assessment (AMDAL) procedures.
He hopes emergency response procedures will not hinder the government’s swift action on the ground.
The Head of the Command Post for the Rehabilitation and Reconstruction Acceleration Task Force (PRR) stated that the proposal would be followed up. Regency and city governments were also asked to complete their data collection to ensure targeted emergency responses.
