Analisaaceh.com, Banda Aceh | Additional Regional Transfers (TKD) for Aceh in 2026 for hydrometeorological disaster management have been 100 percent disbursed.
However, as of September 25, 2026, budget realization reached only IDR 498.25 billion, or 30.16 percent of the total IDR 1.652 trillion ceiling.
Aceh Government Spokesperson Nurlis Effendi stated that the additional TKD funds have been sitting in the regional treasury since last May, disbursed by the central government in three installments of 40 percent, 30 percent, and 30 percent respectively.
“The money has been fully available in the regional treasury since last May. There are no liquidity issues from the central government,” Nurlis said.
Compared to the position on September 18, 2026, the realization of the additional TKD increased by IDR 41.16 billion or 2.49 percent, up from IDR 457.08 billion or 27.67 percent.
According to Nurlis, the increase in realization over the past week was driven by accelerated spending at the regency/city level and across several Aceh Regional Device Work Units (SKPA).
This data forms part of the Aceh Government’s routine report to Minister of Home Affairs Tito Karnavian.
At the regency/city level, combined realization across 14 regions grew by IDR 35.78 billion or 4.33 percent within a week.
Realization rose from IDR 217.62 billion (26.31 percent) on September 18 to IDR 253.41 billion (30.63 percent) as of September 25, 2026, out of a total ceiling of IDR 827.26 billion.
Banda Aceh recorded the largest nominal gain of IDR 14.28 billion or 8.27 percent, bringing its realization to IDR 72.41 billion or 41.91 percent.
Aceh Tamiang saw an increase of 18.63 percent or IDR 6.86 billion, jumping from 27.73 percent to 46.36 percent.
Meanwhile, realization in Gayo Lues reached 57.99 percent, and Aceh South posted the highest realization rate at 65.32 percent.
Conversely, Nagan Raya logged the lowest realization at just 2.69 percent.
Six other regions recorded no change in realization during this period: West Aceh at 24.79 percent, Southwest Aceh at 24.88 percent, Aceh Jaya at 32.88 percent, Southeast Aceh at 20.41 percent, and other areas maintaining their previous positions.
For the Aceh Provincial Government’s allocation of IDR 824.82 billion, spending grew by IDR 5.38 billion or 0.65 percent.
Realization increased from IDR 239.46 billion (29.03 percent) on September 18 to IDR 244.84 billion (29.68 percent) on September 25.
Of the 14 SKPAs, three agencies registered budget absorption increases. The Public Works and Spatial Planning (PUPR) Agency rose by IDR 2.93 billion to 28.90 percent, the Housing and Settlement Area (Perkim) Agency increased by IDR 2.31 billion to 14.58 percent, while the Aceh Disaster Management Agency (BPBA) grew by IDR 128 million to 13.15 percent.
Nurlis explained that unchanged financial realization figures for several projects do not necessarily indicate low activity on the ground.
“A number of activities are currently in the physical execution phase. Payments and financial realization records are processed once work progress meets the payment stages and criteria,” he noted.
Meanwhile, the educational assistance budget for students affected by hydrometeorological disasters, managed by BPSDM Aceh, still stands at 0 percent realization.
The Aceh Government previously announced the final list of beneficiaries for the program on August 25, 2026, following factual verification across 18 affected regencies/cities.
The re-registration, physical document collection, and account validation process with Bank Aceh Syariah remained open until September 20, 2026.
However, several recipients have yet to complete their administrative paperwork and bank account details, preventing funds from being transferred.
Nurlis added that the collection of outstanding documents continued through September 25, 2026.
The Aceh Government stated that progress on the additional TKD realization can be monitored via the official Aceh P2K-APBA portal.
