Banda Aceh – Additional Transfers to Regions (TKD) for Aceh in 2026 for hydrometeorological disaster management have been 100 percent transferred by the central government into regional coffers since May 4, 2026.
However, as of September 25, 2026, budget realization has only reached IDR 498.25 billion, or 30.16 percent of the total IDR 1.652 trillion ceiling.
Aceh Government Spokesperson, Nurlis Effendi, stated that the additional TKD funds have been available in regional treasury since last May and were disbursed by the central government in three stages: 40 percent, 30 percent, and 30 percent, respectively.
“The money has been fully available in the regional coffers since last May. There are no liquidity issues from the central government,” said Nurlis.
Compared to the position on September 18, 2026, the realization of the additional TKD increased by IDR 41.16 billion or 2.49 percent. At that time, realization was recorded at IDR 457.08 billion or 27.67 percent.
According to Nurlis, the increase in realization over the past week was driven by accelerated progress at the regency/city level and several Aceh Working Units (SKPA).
The data is part of the Aceh Government’s routine report to Minister of Home Affairs Tito Karnavian.
At the regency/city level, the combined realization across 14 regions increased by IDR 35.78 billion or 4.33 percent within a week.
Realization rose from IDR 217.62 billion (26.31 percent) on September 18 to IDR 253.41 billion (30.63 percent) as of September 25, 2026, out of a total ceiling of IDR 827.26 billion.
Banda Aceh recorded the largest nominal increase of IDR 14.28 billion or 8.27 percent, bringing its realization to IDR 72.41 billion or 41.91 percent.
Aceh Tamiang experienced an increase of 18.63 percent or IDR 6.86 billion, rising from 27.73 percent to 46.36 percent.
Meanwhile, realization in Gayo Lues reached 57.99 percent, and South Aceh became the region with the highest realization at 65.32 percent.
Conversely, Nagan Raya recorded the lowest realization at 2.69 percent.
Six other regions saw no change in realization during that period, namely West Aceh at 24.79 percent, Southwest Aceh at 24.88 percent, Aceh Jaya at 32.88 percent, Southeast Aceh at 20.41 percent, and other areas maintaining their previous positions.
For the Aceh Provincial Government’s allocation of IDR 824.82 billion, realization increased by IDR 5.38 billion or 0.65 percent.
Realization grew from IDR 239.46 billion (29.03 percent) on September 18 to IDR 244.84 billion (29.68 percent) on September 25.
Out of 14 SKPA, increases in realization were recorded in three agencies. The PUPR Agency increased by IDR 2.93 billion to 28.90 percent, the Perkim Agency increased by IDR 2.31 billion to 14.58 percent, while BPBA increased by IDR 128 million to 13.15 percent.
Nurlis explained that unchanged financial realization figures for a number of activities do not necessarily indicate low activity on the ground.
“Several activities are currently still in the physical execution phase. Payments and financial realization records are conducted after work progress meets the necessary stages and payment requirements,” he said.
Meanwhile, the educational assistance budget for students affected by hydrometeorological disasters, managed by BPSDM Aceh, still stands at 0 percent realization.
The Aceh Government previously announced the final recipients of the program on August 25, 2026, following factual verification in 18 affected regencies/cities.
The process for re-registration, submission of physical documents, and account validation with Bank Aceh Syariah was open until September 20, 2026.
However, there are still recipients who have not completed their administrative documents and bank details, so the aid could not yet be transferred.
Nurlis noted that the process of collecting follow-up documents was ongoing until September 25, 2026.
The Aceh Government stated that progress on the realization of the additional TKD can be monitored through the official P2K-APBA Aceh portal.
