Aceh – Indonesia, The Corruption Eradication Commission (KPK) handed over the case file and phase II custody of suspects in an alleged extortion case involving foreign national residence permits, Silmy Karim and his associates, to the Public Prosecutor (JPU) on Wednesday, September 30, 2026.
“This means the investigation into this case is deemed complete. Consequently, over the next 14 days, prosecutors will focus on drafting the indictment,” KPK Spokesperson Budi Prasetyo told reporters in Jakarta on Thursday, October 1, 2026.
Budi stated that Silmy Karim and seven other suspects in the case will subsequently stand trial.
“During the trial phase, the evidentiary phase, all facts will be disclosed. Everything will be presented alongside evidence, including summoning required witnesses before the panel of judges,” he said.
The case stemmed from a sting operation (OTT) conducted by the KPK regarding alleged corruption in the processing of foreign national residence permits.
During the series of sting operations, Silmy Karim, who was serving as Deputy Minister of Immigration and Correctional Affairs at the time, surrendered himself to the KPK.
On June 4, 2026, the KPK named eight individuals as suspects in the alleged extortion scheme involving foreign national residence permits for the 2022–2026 period within the Ministry of Law and Human Rights, which later became the Ministry of Immigration and Correctional Affairs.
In addition to Silmy Karim, who previously served as Director General of Immigration from 2023 to 2024, the KPK also named Acting Director General of Immigration for the 2024–2025 period, Saffar Muhammad Godam, as a suspect.
The six other suspects are Head of the West Java Immigration Regional Office Jaya Saputra, Head of the West Jakarta Non-TPI Special Class I Immigration Office Ronald Arman Abdullah, Heads of the Sub-directorate for Residence Permits and Immigration Status Tessar Bayu Setyaji and Bagus Bramantyo, Team Leader for Temporary Residence Permit Status Transfer Juniadi Sri Priambudi, and staff member at the Residence Permit Sub-directorate Gusti Benardiansyah.
The KPK suspects that the defendants enriched themselves through 2026.***
