Aceh – Indonesia, sinarpidie.co — The Pidie Transportation Agency (Dishub) split the installation of SR street lighting (PJU) electrical network cables across 10 sub-districts into 10 separate packages with a total budget of Rp888,838,125 funded by the 2026 Pidie Regional Budget (APBK). As a result, the procurement process for these packages bypassed open tenders and was conducted through direct selection.
Head of the Pidie Transportation Agency, Muslim, stated that since the planning phase, these work packages were indeed arranged per sub-district. “The packages were not split up,” Muslem said on Monday, October 5, 2026.
Muslim added that the project involves installing electricity meters for street lights. “The goal is to minimize and ensure that street lighting electricity bills from PT PLN are measurable. Previously, the street lighting electricity bills were calculated globally. By installing meters, it becomes measurable, and the costs are clear,” said Muslim.
The realized payment for street lighting electricity bills in Pidie from January to September 2026 reached Rp9,809,931,439, with monthly bills ranging from Rp1.08 billion to Rp1.09 billion.
In 2025, total street lighting electricity payments in Pidie were recorded at Rp11,887,738,543. In 2024, the bill for 6,595 street lighting points paid by the Pidie Regency Government to PT PLN amounted to Rp11,829,926,622.
There are 6,595 street lighting points in Pidie recorded in the Agreement Minutes between the Transportation Agency and PT PLN regarding the 2024 Pidie Regency Street Lighting Re-inventarization Results. The re-inventarization also revealed 8,865 street lighting points across 730 villages (gampong) in Pidie with a total power capacity of 1,668,500 VA.
Pidie Regency Bylaw (Qanun) Number 14 of 2011 on Street Lighting Tax regulates the tax rate for non-industrial electricity usage from PLN at 10 percent and industrial electricity usage from PLN at 3 percent.
10 Packages Awarded to Four Companies
The ten street lighting meter installation packages in Pidie for the 2026 fiscal year were undertaken by four companies. CV Arhindo Citra Nusantara handled three packages totaling Rp234,975,000: Delima Sub-district (Rp90,375,000), Padang Tiji (Rp90,375,000), and Sakti (Rp54,225,000).
Furthermore, CV Join Fakta executed three packages totaling Rp295,225,000: Peukan Baro Sub-district (Rp54,225,000), Mutiara Timur (Rp120,500,000), and Mutiara (Rp120,500,000).
CV Benteng Makmur carried out one package in Indrajaya Sub-district valued at Rp57,388,125. Lastly, CV Fata Putra Jaya executed three packages totaling Rp301,250,000: Grong-Grong Sub-district (Rp120,500,000), Keumala (Rp90,375,000), and Titeue (Rp90,375,000).
“To date, no package has been 100 percent realized. In fact, no company has submitted a disbursement request yet,” Muslim said. []
