Transfer to Regions Disbursement in Aceh Singkil Reaches 31.68 Percent

Aceh – Indonesia, The Aceh Singkil Regency Government is accelerating the realization of Transfers to Regions (TKD), which as of early October 2026 stood at 31.68 percent, or approximately IDR 6.78 billion of the total allocation of IDR 21.4 billion.

Accelerating budget absorption is targeted within the final two months of the fiscal year to support development and the recovery of public facilities impacted by hydrometeorological disasters in November 2025.

This commitment was emphasized by Regent of Aceh Singkil Safriadi Oyon during the signing of a joint minute of agreement with the Head of the Central Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRRP) Team of the Ministry of Home Affairs (Kemendagri), Imran, at the Aceh Singkil Regional Secretariat Office on Wednesday.

Safriadi stated that TKD realization has increased significantly compared to the previous state, which was still at zero. According to him, the acceleration was carried out by mobilizing all ranks of the local government so that activities funded by TKD could be implemented immediately.

β€œThe realization of TKD funds usage has reached 31 percent. Praise be to God, we were able to catch up alongside extraordinary development progress,” Safriadi said.

He acknowledged that delays in approving the Regional Revenue and Expenditure Budget (APBD) early in the year were a factor that caused the implementation of several activities to run slower.

Therefore, the Aceh Singkil Regency Government has requested all Regional Device Units (SKPK) to expedite their work and ensure that planned activities are completed on schedule. β€œWe can no longer work as usual. We must step on the gas to execute this development,” Safriadi added.

He remains optimistic that budget absorption will continue to rise through the end of the year. β€œWe are confident that we can achieve 100 percent budget absorption later. Because in just a few months, we have managed to reach 31 percent,” he said.

Urged to Tighten Monitoring

Head of the Kemendagri Satgas PRRP Team Imran appreciated the rise in TKD realization in Aceh Singkil. He noted that the increase from zero to over 31 percent demonstrates significant acceleration. However, Imran reminded the Aceh Singkil Regency Government not to lose momentum.

With roughly two months remaining, the local government was urged to focus on completing all planned activities. β€œI must commend this jump from zero to over 31 percent. This is a remarkable achievement. This moment must be utilized effectively as a stepping stone to push realization over the next two months,” Imran said.

He requested the local government to tighten monitoring over fund withdrawal plans by each SKPK executing TKD-funded activities.

According to Imran, accelerating work must also factor in weather conditions, as Aceh Singkil is entering the rainy season. “Each SKPK must race against time to finish its activities, especially now that the rainy season has begun,” he stated.

TKD Allocated for Sub-Health Center Rehabilitation

One of the uses of TKD for post-disaster recovery includes the rehabilitation of the Auxiliary Public Health Center (Pustu) in Kayu Menang Village, Kuala Baru District. The facility suffered damage due to floods and earthquakes.

During the flooding, water levels at the site reached thigh-high.
Acting Head of the Aceh Singkil Regency Health Office, Mursal, said the rehabilitation of Kayu Menang Pustu incurred a budget of IDR 400 million sourced from TKD.

The budget covers planning and supervision costs. β€œThe rehab is due to the recent floods and an earthquake here,” he said while inspecting Kayu Menang Pustu on Wednesday (10/7/2026).

The rehabilitation work encompasses repairs to ceilings, roof sheets, floors, and fencing. To date, work progress has reached 56 percent.

Mursal noted that flooring remains one of the parts to be completed. This task carries a significant weight as it involves installing granite. β€œTo reach 100 percent, what remains is the floor. Flooring carries high weight due to the granite installation,” Mursal explained.

The rehabilitation is targeted for completion in about one month, or by early November 2026. Once finished, the local government plans to add several supporting facilities, such as furniture and water storage tanks, while medical equipment will continue using standard provisions.

During the rehabilitation process, public health services for Kayu Menang Village residents have been redirected to the Kuala Baru Health Center. After construction concludes, the sub-health center will resume serving villagers, covering around 67 households.

The government hopes the facility will make it easier for the community to access healthcare services without having to travel to the Kuala Baru Health Center.

Out of the total IDR 21.4 billion TKD allocation, the IDR 400 million Kayu Menang Pustu rehabilitation forms part of the budget used for restoring public facilities affected by disasters. This amount accounts for approximately 1.87 percent of Aceh Singkil Regency’s total TKD allocation. []
